Allows wineries, distillers, manufacturers, wholesalers, and brewers to provide and pour distilled spirits, wine, or malt beverage samples off-premises for tasting purposes without sales transactions occurring at the tasting site.

Permits samples to be provided on temporary licensed retail premises as described in sections 311.218, 311.482, 311.485, 311.486, and 311.487, or on tax exempt organization licensed premises under section 311.090.

Allows samples to be provided on licensed retail premises that either maintain a special permit under section 311.294 or hold a by-the-drink-for-consumption-on-the-premises-where-sold retail license.

Prohibits retailers from receiving money or anything of value from producers for the privilege or opportunity of conducting on-premises product tasting events.

Defines "sales transaction" as an actual and immediate exchange of monetary consideration for immediate delivery of goods at the tasting site.
