Establishes that misusing emergency 911 service by making three or more nonemergency calls within one month is a class B misdemeanor, and prohibits political subdivisions from fining pay telephone owners for emergency calls made by others from their phones.

Allows local exchange carriers to be relieved of "carrier of last resort" obligations in new construction (greenfield) areas if property owners permit alternative service providers with exclusionary conditions, accept incentives contingent on alternative providers, or collect mandatory charges from residents for alternative voice services.

Requires property owners to notify the Public Service Commission and future occupants when a local exchange carrier is relieved of service obligations, including the name and technology of the alternative service provider.

Permits local exchange carriers to seek commission waivers from carrier of last resort obligations for good cause and allows obligations to be reinstated if alternative service ceases and conditions change.

Allows incumbent local exchange carriers to meet service obligations using any technology and to charge reasonable fees for extending facilities to multitenant properties when costs are not economically reasonable.
