Authorizes the Director of Revenue to appoint criminal investigators (special agents, special agents-in-charge, or administrators) from the Criminal Investigations Bureau as peace officers if they meet Chapter 590 requirements and hold a valid peace officer license.

Criminal investigators appointed as peace officers must take an oath to support the U.S. and Missouri constitutions and laws, and receive a certificate of appointment filed with the Secretary of State.

Grants appointed criminal investigators police powers to enforce laws related to state income tax, estate tax, motor vehicle taxes and fees, sales and use tax, and other taxes administered by the Director of Revenue.

Authorizes appointed criminal investigators to carry firearms at all times, notwithstanding existing firearm restrictions in Missouri law.

Requires the Department of Revenue to determine firearms safety training content and provide certification and recertification training, with a minimum of 16 hours of safety training required.
