Prohibits operating a motor vehicle while using a wireless telephone unless the phone is designed and configured for hands-free use and is operated in that manner, or the vehicle is stationary.

Exempts motor vehicles operated on private property, emergency calls to law enforcement or emergency services, emergency services professionals operating authorized emergency vehicles, and persons using push-to-talk digital two-way radios in commercial motor vehicles or wrecker/tow trucks.

Establishes violation as an infraction with a $20 fine for a first offense and a $50 fine for a second offense.

Amends Chapter 304 of Missouri Revised Statutes by adding new section 304.815.
