Prohibits business entities and employers from knowingly employing unauthorized aliens to perform work in Missouri.

Requires state contractors and grant recipients receiving contracts or subsidies over $5,000 to enroll in federal work authorization programs and provide sworn affidavits affirming no unauthorized alien employees.

Authorizes the Missouri Attorney General to enforce unauthorized alien employment violations through written complaints, federal verification, and civil actions with penalties including business license suspension for 14 days on first violation, one year on second violation, and permanent suspension for subsequent violations.

Adds "citizenship" to the sex offender registration form requirements and requires the Missouri State Highway Patrol to report non-U.S. citizens on the sex offender registry to Immigration and Customs Enforcement (ICE) for deportation determination.

Exempts contracts under $50,000 for emergency supplies and materials from federal work authorization program enrollment requirements, though the affidavit requirement still applies.
