Repeals and re-enacts section 50.343, RSMo, regarding compensation of county officials in first classification nonchartered counties.

Establishes annual salary schedules for county recorders, clerks, auditors, commissioners, collectors, treasurers, assessors, and public administrators based on assessed valuation ranges from $450,000,001 to $1,350,000,001 and over, with salaries ranging from $47,000 to $59,000.

Presiding commissioners must receive $2,000 more than associate commissioners, but salary increases cannot be implemented during a presiding commissioner's current term of office due to Missouri constitutional limits on compensation increases during a term.

Allows second classification counties that become first classification counties to set compensation through salary commission meetings, with a $2,000 differential requirement between presiding and associate commissioners.

Permits salary commissions in specific first classification counties with 82,000 to 85,000 residents to set associate commissioner salaries at no more than 65 percent of the salary schedule amount.
