Prohibits denial of mental health care and treatment to any child who is or is suspected to be a victim of abuse and neglect, regardless of who has custody or control of the child.

Requires judges to appoint a guardian ad litem in judicial proceedings involving abused or neglected children and for certain proceedings involving minor or incompetent parents.

Mandates that guardians ad litem receive all case reports and records, attend family support team meetings, and have access to family care safety registry information.

Requires guardians ad litem to complete training in child abuse and neglect (or have a degree/significant experience in mental health profession) and in permanency planning, with emphasis on expeditious court hearings to minimize prolonged foster care.

Allows courts to appoint nonattorney volunteer advocates to assist with guardian ad litem duties under attorney supervision, with all appointees subject to background checks.
