Amends Chapter 68, RSMo to create the "Advanced Industrial Manufacturing Zones" (AIM) program allowing Missouri port authorities to establish AIM zones within their jurisdictions

Requires all infrastructure and buildings in an AIM zone to meet high-performance standards through LEED certification (LEED-CS, LEED-CI, LEED-NC, or LEED-EB) or Green Globes rating of at least three globes

Allows port authorities to retain 50 percent of employment taxes directly attributed to new jobs created in AIM zones, with retained funds deposited into the Port Authority AIM Zone Fund for continued zone development and redevelopment

Creates the "Port Authority AIM Zone Fund" in the state treasury, with funds used solely for administering the AIM zone program; unspent funds do not revert to the general revenue fund at the end of each biennium

Requires port authorities to submit annual reports to the Department of Economic Development detailing how employment tax revenue was obtained, how funds will be spent, and when expenditures will occur
