Repeals and replaces section 256.620, RSMo, concerning exemptions for wells from regulatory requirements

Operational wells in existence on September 28, 1985, remain exempt from well construction regulations unless they pose a threat to groundwater

Water systems serving charitable or benevolent organizations are exempt from well construction rules if they draw no more than 15,000 gallons per calendar month

Exempted charitable water systems must still comply with rules applicable to domestic wells and rules requiring proof of water quantity drawn, unless the wells pose a groundwater threat
