Establishes a nine-member Missouri State Park Board housed in the Department of Natural Resources division of state parks, with members appointed by the governor with senate consent and serving three-year terms.

Board serves in advisory capacity for state park acquisition, development, and operation, and has sole responsibility for managing the historical marker program for monuments, memorials, and markers commemorating Missouri military history.

Requires public hearings and board majority vote before the state can erect, modify, remove any military monument or memorial on state lands listed in the registry, with notice published in Missouri Register at least 60 days prior.

Establishes a registry of state historic military monuments, memorials, markers, and designated veterans' grave markers on state, municipal, or private land that have been voluntarily submitted and approved by the board.

Makes knowingly removing, defacing, or destroying any registered military monument or memorial without approval a Class A misdemeanor, and allows relocation to a prominent location for construction or repairs.
