Establishes a "Death Increment Fiscal Accountability Committee" consisting of five experienced capital case attorneys to review all cases where the Attorney General is requested to assist in seeking the death penalty.

Creates a "Death Increment Trust Account" as the sole funding source for Attorney General costs in capital cases, with counties or cities required to pay the estimated additional costs of seeking death penalty rather than life imprisonment.

Requires the Attorney General to prepare detailed budgets separating death penalty prosecution costs from regular first-degree murder costs, including estimates for direct appeals, post-conviction relief, federal habeas corpus, and execution-related proceedings.

Mandates that if trust account funds are exhausted during trial proceedings, the county or city must deposit an additional 50 percent of the original budget or the Attorney General must waive the death penalty.

Protects confidentiality of defense counsel presentations to the committee and prohibits committee members from later participating in prosecution of cases they reviewed.
