Repeals and reenacts section 208.784 of Missouri law relating to the Missouri Rx Plan prescription drug program coordination with Medicare Part D benefits

Expands eligibility to include Missouri residents age 65 or older who are retired, in addition to those 65 or older and disabled individuals receiving Social Security benefits enrolled in Medicare

Establishes three enrollment priority tiers: Medicaid dual eligible population (first priority), Medicare-eligible applicants with incomes at or below 150% of federal poverty guidelines (second priority), and retired Medicare-eligible applicants with incomes up to $25,000 for individuals or $50,000 for married couples (third priority)

Allows automatic enrollment of Medicaid dual eligible persons with the option to opt out, while requiring other eligible applicants to submit applications attesting to age, residence, household income, and liquid assets

Requires the department to determine enrollment procedures and when applicants may begin enrolling in the program
