Adds "county inmate work and service programs" as an allowable expense under the county law enforcement restitution fund in section 50.565(3)(5).

Reduces the maximum assessment for speeding, careless driving, traffic violations, and class C misdemeanors/infractions from prohibition to $10 in counties that have established an inmate work and service program.

Creates section 221.175 authorizing county commissions and sheriffs to establish inmate work and service programs within county or regional jails, including community work requirements.

Permits prisoners to petition the sentencing court for participation in the inmate work and service program, with the court retaining discretion to grant, renew, or withdraw the privilege.

Provides immunity from civil suits for persons and organizations supervising the program, except in cases of intentional, wanton, willful, or malicious conduct, and specifies that participating prisoners are not deemed county employees.
