Creates new crime of bribery (section 105.465): Intentionally offering or accepting items of value to elected or appointed officials in direct exchange for voting or taking legislative, executive, or judicial action is a class D felony.

Expands lobbyist definitions (section 105.470): Adds "de facto lobbyist" category for political or public relations consultants working for state members and other entities; modifies "elected local government official lobbyist" to include appointed officials and entities with budgets over $10 million.

Increases penalties for lobbyist violations (section 105.478): First offense for failing to register as lobbyist becomes class B misdemeanor; second and subsequent offenses become class D felony.

Expands financial disclosure requirements (section 105.483): Adds subdivision (13) requiring state and political subdivision employees receiving compensation for political activities or consulting unrelated to official duties to file financial interest statements.

Creates obstruction of ethics investigation crime (section 575.021): Class D felony for concealing violations of ethics laws, submitting false statements to ethics commission, or accepting payment to withhold information about ethics violations.

Modifies campaign finance rules (section 130.031): Prohibits committees from transferring funds to other committees except to candidate committees, with escalating penalties (first violation results in notice, second is class C misdemeanor, third and subsequent are class D felony).
