Increases the board of trustees for the Missouri consolidated health care plan from 13 to 16 members by expanding gubernatorial appointees from six to nine persons, with one appointed from each congressional district.

Requires six of the nine gubernatorial appointees to be Missouri citizens not enrolled in the plan but familiar with medical issues, and three to be active plan members from state or participating member agencies.

Staggered initial terms for the nine newly appointed members: three appointed to four-year terms, three to three-year terms, and three to two-year terms, with subsequent appointees serving four-year terms.

Maintains the existing composition of legislative members and ex officio directors from health and senior services, insurance and professional registration, and the office of administration.
