Repeals and replaces sections 301.120, 301.130, and 301.144 of Missouri Revised Statutes relating to license plate issuance and registration.

Changes license plate issuance from two plates per vehicle to one plate for most motor vehicles, including passenger vehicles, commercial vehicles, trailers, motorcycles, and buses.

Exempts personalized and special license plates from the one-plate requirement, allowing owners of those plates to continue receiving multiple plates if desired.

Updates language throughout the statute to reflect singular "license plate" instead of plural "license plates" and changes "he" to "the owner" for gender-neutral terminology.

Maintains existing provisions for permanent non-expiring plates for commercial vehicles registered under section 301.041, registration tabs, and special plates for disabled veterans and National Guard members.
