Repeals and replaces section 252.043, RSMo, with two new sections establishing penalties for illegal deer hunting and court-to-commission notification requirements.

Imposes escalating fines for illegally taking antlered deer based on Boone & Crockett score: $1,500 for scores 100-125 points; $3,000 for 125-150 points; $5,500 for 150-170 points; $7,500 for 170+ points.

Allows the Conservation Commission to suspend, revoke, or deny hunting permits for up to 5 years when a person injures another person mistaken for game, with mandatory hunter safety course completion before permit restoration.

Requires courts to notify the Conservation Commission when a person fails to appear at a hearing or pay a fine for violating wildlife regulations, allowing the commission to suspend, revoke, or deny hunting privileges.

Classifies collected penalties as fines and forfeitures under Missouri's Constitution for budgetary purposes.
