Requires the Department of Health and Senior Services and Department of Mental Health to develop caseload standards based on actual employee duties, national standards, and standards used in other states.

Establishes caseload standards advisory committees for each department consisting of seven non-supervisory employees, three division directors, and a representative from the certified majority employee organization (in advisory capacity only).

Directs each department to use established caseload standards as the basis for personnel budget requests to the governor and to assign caseloads to individual employees subject to appropriations.

Prohibits failure to complete assignments exceeding caseload standards from being a factor in determining employee pay increases, though good faith efforts must be considered in performance evaluations.

Requires each department to submit annual reports to the General Assembly and post publicly on their website containing established caseload standards, actual caseloads by program area, computation methodology, and whether statewide average caseloads exceed established standards.
