Increases MO HealthNet Oversight Committee membership from 18 to 19 members by adding one licensed or registered nurse who cares for participants.

Modifies committee composition to include the new nurse position and renumbers subsequent member positions accordingly.

Changes term structure for committee members from staggered terms (eight members serving two years, seven serving one year) to all members serving uniform two-year terms.

Maintains all other committee duties including reviewing health outcomes, participant satisfaction, approving health improvement plans, and issuing annual reports to the general assembly and governor.

Preserves the committee's oversight responsibilities for MO HealthNet programs and the long-term care entry point system subcommittee.
