Repeals and reenacts sections 195.214, 195.217, and 195.218 of Missouri law relating to controlled substance distribution near schools, parks, and public housing.

Distribution of controlled substances near schools (within 2,000 feet), parks (within 1,000 feet), or public housing (within 1,000 feet) constitutes a Class A felony that serves as a punishment enhancement rather than a separate offense.

For school and public housing violations, sentences must be served without probation or parole if the defendant is a persistent drug offender.

Defendants cannot claim lack of knowledge about being in a designated safe zone as a legal defense.

Park violations apply only to heroin, cocaine, LSD, amphetamine, or methamphetamine distribution, while school and housing violations apply to all controlled substances.
