Expands fresh pursuit arrest authority to include law enforcement officers of any fourth class city in Missouri, previously limited to certified officers under chapter 590.

Authorizes fourth class city police officers to arrest and hold in custody individuals reasonably believed to have committed a felony, or who committed criminal offenses or ordinance violations in the officer's presence, or for whom a warrant exists.

Requires fresh pursuit to be initiated from within the officer's jurisdiction and terminated once the officer leaves their jurisdiction and loses contact with the person being pursued.

Maintains existing procedures for traffic violations using uniform traffic tickets and prisoner disposition before judges or municipal courts in the arrest county.

Requires public agencies conducting vehicular pursuits to adopt policies meeting minimum standards including supervisory control, procedures for pursuit vehicles, inter-jurisdictional coordination, and guidelines for initiating or terminating pursuits.
