Establishes the "Joint Committee on Recovery Accountability and Transparency" consisting of four members (two senators and two representatives) appointed by legislative leadership, with one member from each party in each chamber.

Committee shall oversee "covered funds" (American Recovery and Reinvestment Act money) to prevent fraud, waste, and abuse, including reviewing contracts, grants, competition requirements, and audit findings.

Committee must submit annual reports to the governor and general assembly, summarized findings posted publicly on government websites (with permitted redactions for confidential information).

Agencies receiving committee recommendations must respond within 30 days stating whether they agree and what actions they will take to implement recommendations.

Requires the Missouri Accountability Portal to be maintained as a searchable database of state financial transactions, updated daily, with daily gubernatorial reports on budget withholdings posted conspicuously and searchable by fund and total amount.

Committee section expires March 1, 2012.
