Department of Social Services must commission a study on community-based wraparound services for seriously emotionally disturbed children and children affected by substance abuse, with reports due within 45 days of the 12-month program anniversary and annually thereafter.

Department must prepare annual reports to the governor and general assembly detailing program participation by income category, effects on private insurance coverage, impacts on medical facilities, overall health care effects, state costs, and enrollment methodology.

Department shall establish an identification program for uninsured eligible children including coordination with hospitals, statewide education campaigns, distribution of eligibility information through public school districts, and cross-checking databases like FAMOUS to identify low-income families in other assistance programs not enrolled in SCHIP.

Department must commission a study on negative impacts to private insurance coverage for children with gross family income above 185% of federal poverty level, with reports due 45 days after the 12-month program anniversary and annually thereafter.

If study finds measurable negative impact on privately insured children, department must implement one or more corrective measures including increased co-payments, insurability tests, longer uninsured status requirements, annual open enrollment limits, or other efficiency measures.
