Establishes "advance ballots" as a new voting method separate from absentee ballots, allowing registered voters to vote in person at designated locations beginning the third Wednesday before an election and ending the Wednesday before election day.

Requires all election authorities to maintain a central voting location for advance voting and mandates additional satellite sites based on jurisdiction size (one satellite per 50,000 registered voters, maximum of six satellites per jurisdiction).

Sets advance voting hours during regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until noon, with satellite site judges appointed from both major political parties with no party holding a majority.

Expands confidentiality protections for advance ballot voter information until 8:00 a.m. on the Friday before election day, after which authorized persons (candidates, campaign representatives, and voters) may access the lists for a reasonable fee.

Makes it a class one election offense if a person who voted an advance ballot also votes at the polls on election day, and requires election authorities to certify such violations to the verification board.

Increases the distance restriction for electioneering near polling places from 25 feet to 100 feet of the building's outer door.

States that all costs for implementing advance voting shall be reimbursed from state general revenue, effective January 1, 2011.
