• Repeals and reenacts sections 195.017 and 195.202 of Missouri law to modify controlled substance scheduling and penalties.

• Adds several synthetic cannabinoids and designer drugs to Schedule I, including 5-MeO-DMT, dexanabinol, indole derivatives (JWH compounds), and CP 47,497 homologues.

• Adds tapentadol to Schedule II opioids and moves alkyl nitrites (amyl nitrite and butyl nitrite) from Schedule I to Schedule II.

• Modifies possession penalties for certain Schedule I synthetic substances (dexanabinol, indole derivatives, and phenol compounds) to be treated similarly to marijuana possession with reduced felony charges.

• Adds lacosamide and pregabalin to Schedule V depressants and adds fospropofol to Schedule IV depressants.
