Repeals and replaces section 37.020 and enacts sections 37.760-37.770 relating to state procurement of minority and women-owned businesses.

Establishes the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" consisting of seven members appointed by the governor, speaker of the house, president pro tem of the senate, and the commissioner of administration as ex officio member.

Requires the committee to conduct a study by December 31, 2011 to ensure participation from socially and economically disadvantaged minority or women's business enterprises in state contracts for supplies, services, and construction.

Tasks the committee with compiling a database of certified minority and women-owned businesses, recommending alert systems for upcoming contracts, and establishing requirements for prime contractors to notify minority and women-owned subcontractors of opportunities.

Authorizes the department to promulgate rules and enforce subcontractor notification requirements, with the entire program subject to sunset provisions requiring reauthorization after six years, or twelve years if reauthorized.
