Allows charitable, fraternal, religious, service, or veterans' organizations with federal tax-exempt status to apply for a special permit to remain open until 3:00 a.m. each day of the week for on-premises liquor sales.

Permits these tax-exempt organizations to open at 9:00 a.m. on Sundays (rather than later times under standard law) when operating under the special permit.

Organizations granted the special permit must pay an additional annual fee of $300, in addition to all other required license fees.

Exempts qualified organizations from the closing time provisions in section 311.097 and establishes this section as the controlling regulation for their Sunday sales hours.

Applies all other state laws, regulations, and fee collection procedures related to on-premises liquor sales to organizations licensed under this section.
