Creates the "Agriculture Promotion and Marketing Fund" in the state treasury to receive all fines and fees collected by the Department of Agriculture that are not otherwise designated by state law.

Fund moneys may be appropriated solely for promotion and marketing of agricultural products grown, raised, or processed in Missouri.

Directs fines from Southern Dairy Compact violations, nursery inspection fees, seed permit fees, agricultural product appeal fees, and seed testing fees to be deposited into the agriculture promotion and marketing fund instead of the general revenue fund.

Allows unspent fund balance to carry over between bienniums rather than reverting to general revenue, and authorizes the State Treasurer to invest fund moneys with interest credited back to the fund.

Updates statutory language to use gender-neutral pronouns ("or she" and "or her") in seed permit provisions.
