Establishes that vacancies in the offices of lieutenant governor, attorney general, secretary of state, state auditor, and state treasurer shall be filled by special election called by the governor rather than by gubernatorial appointment.

Requires the governor to issue a writ of election without delay upon notice of a vacancy in these five statewide offices, with the secretary of state conducting the special election under chapter 115.
