Limits fund payments to $500,000 to $1,000,000 per claimant depending on the type of claim, with specific caps for different categories of health care professionals and attorneys.

Defines "summer camp" as a program operated only between May and September by a person or organization providing recreational activities for children ages 5-18 years old, expanding eligibility for health care professionals providing services at such camps.

Provides that noneconomic damages are capped at $350,000 (adjusted annually for inflation) and establishes the fund as the exclusive remedy for state employee liability.
