Repeals and replaces section 67.2000, RSMo, to create the "Exhibition Center and Recreational Facility District Act"

Allows exhibition center and recreational facility districts to be created in 14 specific counties with designated population ranges, including counties of the first, second, and third classifications

Requires a petition from at least 50 real property owners within a county to request district creation, submitted to the governing body with district boundaries and proposed name

Authorizes districts to impose a one-fourth percent sales tax for up to 25 years, subject to voter approval, with revenues dedicated to acquisition, construction, maintenance, operation, improvement, and promotion of exhibition centers and recreational facilities

Establishes a board of trustees with four members from each participating county, including at least one nonlodging business owner and one lodging facility owner, to administer the district and its revenues
