Expands the "Missouri Returning Heroes' Education Act" to include combat veterans who served after September 11, 2001, and either were Missouri residents when entering military service or meet university residency requirements

Requires all public institutions of higher education receiving state funds to limit tuition charged to eligible combat veterans to $50 per credit hour, provided they maintain at least a 2.5 GPA on a 4-point scale

Limits veteran tuition benefits to 10 years from the date of last discharge and applies only to programs leading to a certificate or associate/baccalaureate degree

Requires that other federal and state financial aid be applied first before the tuition limitation, ensuring veterans do not receive aid exceeding actual cost of attendance

Mandates that home-schooled students receive the same consideration for financial aid as non-home-schooled students and prohibits rules that disadvantage home-schooled students
