Creates the "Missouri Firearms Freedom Act" establishing that firearms, firearm accessories, and ammunition manufactured and kept within Missouri are exempt from federal regulation under interstate commerce authority.

Declares that firearms manufactured in Missouri from basic materials (unmachined steel, unshaped wood) and generic insignificant parts (springs, screws, nuts, pins) are not subject to federal law or registration.

Exempts from the act: firearms that cannot be carried by one person, firearms with bore diameter greater than one-half inch using smokeless powder, ammunition with chemically-explosive projectiles, and non-shotgun firearms discharging multiple projectiles per trigger activation.

Requires firearms manufactured or sold in Missouri under this act to have "Made in Missouri" clearly stamped on a central metallic part such as the receiver or frame.

Bases authority on the Ninth and Tenth Amendments to the U.S. Constitution, the Second Amendment as understood at Missouri's statehood, and Article I, Section 23 of the Missouri Constitution.
