Increases the governor-appointed members of the Missouri Housing Development Commission from six to seven members.

Adds two new appointed positions: one member selected by the speaker of the house of representatives and one member selected by the president pro tem of the senate, each serving four-year terms.

Requires one governor-appointed member to have educational background or experience in urban planning and one to have educational background and experience in social work.

Reduces the quorum requirement from six members to five members and reduces the affirmative vote requirement for commission action from six to five members.

Adds prohibition that no commission member shall be an elected official.
