Creates statewide "Amber Alert and Silver Alert System" to aid in identifying and locating abducted children and missing endangered persons.

Defines "endangered person" as an individual missing under unexplained, involuntary, or suspicious circumstances who is believed to be in danger due to age, disability, health conditions, environment, or company of potentially dangerous persons.

Requires law enforcement agencies to immediately enter missing person complaints into MULES and NCIC systems and prohibits agencies from preventing active investigations based on automatic time limitations.

Adds guardian contact information (name, address, phone number) as required information in missing person complaints.

Establishes "Alert System Oversight Committee" with ten members including representatives from sheriffs' and police chiefs' associations, radio and television broadcasters, highway patrol, and department of health and senior services to develop criteria and procedures for the alert system.

Makes knowingly filing a false report that triggers an alert a Class A misdemeanor.
