Establishes section 338.400 defining key terms related to bleeding disorders and blood clotting products, including hemophilia, von Willebrand's disease, and FDA-approved clotting factor products.

Requires the Missouri State Board of Pharmacy to promulgate rules governing standard of care for blood clotting therapies, incorporating standards from the National Hemophilia Foundation's Medical and Scientific Advisory Council.

Mandates pharmacies provide all FDA-approved blood clotting product brands and assays, deliver products to established patients within two business days (three days for new patients) in non-emergency situations, and respond to emergent requests within eight hours.

Requires 24/7 pharmacist availability, patient contact information for delivery problems, 24-hour notification of product recalls, and proper hazardous waste disposal; prohibits brand substitutions without physician approval except in emergencies.
