Repeals and reenacts section 115.124, RSMo, concerning nonpartisan elections in political subdivisions and special districts.

Eliminates the requirement to hold an election when the number of candidates filing for an office equals the number of positions to be filled, allowing candidates to assume office without an election if proper notice has been published.

Exempts municipal elections from this provision, meaning municipalities must continue to hold elections regardless of the number of candidates.

Requires election authorities to hold scheduled elections if the number of candidates initially exceeds the number of positions, even if enough candidates later withdraw to equal the number of available positions.

Establishes procedures for candidate filing order, allowing election authorities to conduct random drawings to determine ballot placement for candidates filing on the first day of the filing period.
