Allows public employees who are members of the National Guard or armed forces reserves to take military leave without loss of pay, benefits, or efficiency rating for state-ordered duty and up to 120 hours annually for federal duty.

Requires employees to provide official military orders and commanding officer certification to their employer before receiving military leave pay.

Prohibits discharge, discrimination, or retaliation against employees for membership in the organized militia or militia service; violations are misdemeanor offenses.

Military leave is only charged for hours the employee would have otherwise worked, with one-hour minimum increments.

Provides pay differential compensation for Presidential Call-ups and contingency operations exceeding 120 hours, equal to the difference between state salary and total military compensation (base pay plus Basic Housing Allowance).
