Adds requirement that Missouri certificates of ownership be manufactured with a watermark reading "Harry S Truman" to prevent alteration, counterfeiting, or forgery.

Maintains existing requirements that applicants apply for certificates of ownership within 30 days of acquiring a motor vehicle or trailer.

Specifies that certificates must include odometer mileage information, liens or encumbrances, and designations for reconstructed, motor change, specially constructed, or non-USA standard vehicles.

Establishes fee structure: $8.50 for original certificates, $25 delinquency penalty for first 30 days late (up to $200 total), and $5 for expedited processing.

Requires vehicle inspections and verification of vehicle identification numbers for certain vehicles, including reconstructed vehicles and those previously titled in other states.
