Converts various traffic and vehicle safety violations from infractions to misdemeanors, including violations of lane usage rules (section 304.015), cargo securement (section 307.010), spotlight regulations (section 307.090), window tinting (section 307.173), motorized bicycle operation (section 307.195), and commercial vehicle safety (section 307.400).

Redefines infractions in Missouri law to clarify that an infraction does not constitute a crime and conviction shall not result in disability or disadvantage based on criminal conviction (section 556.021).

Establishes that procedure for infractions shall be the same as for misdemeanors, with courts able to issue default judgments for fines and costs if defendants fail to appear, and allows courts to issue warrants for failure to appear on infractions (section 556.021).

Requires operators and riders to stop and obey reasonable signals and directions from law enforcement officers enforcing infractions; willful failure to obey constitutes a class A misdemeanor (section 556.022).

Makes the infraction procedure changes effective January 1, 2012, with emergency clause making sections 556.021 and 556.022 effective immediately upon passage and approval.
