Creates a new "advance ballot" category distinct from absentee ballots, allowing any registered voter to vote in person at a central voting location or satellite sites beginning the third Wednesday before an election through the Wednesday before election day.

Requires all election authorities to maintain at least one central advance voting location open through regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with satellite sites required for jurisdictions with 50,000+ registered voters (one satellite per 50,000 voters, maximum of six satellites).

Election authorities must consider geographic location, demographics, and census data when establishing satellite site locations and provide public notice of all advance voting locations, with ability to relocate satellites during the advance voting period.

Prohibits voters who cast an advance ballot from voting at the polls on election day; violation constitutes a class one election offense and must be certified to the verification board.

Extends confidentiality protections for advance ballot voter information to apply the same rules as absentee ballot applications, with information released only after 8:00 a.m. on the Friday before an election in certain large jurisdictions; increases distance for election-related activities from polling places from 25 feet to 100 feet, making violations class four election offenses.
