Establishes the "Community Protection Act" to regulate sexually oriented businesses including adult bookstores, adult cabarets, adult motion picture theaters, semi-nude model studios, and sexual encounter centers.

Prohibits establishment of sexually oriented businesses within 1,000 feet of schools, houses of worship, day care facilities, public libraries, parks, residences, or other sexually oriented businesses, measured in a straight line.

Restricts employee conduct requiring semi-nude employees to remain on a fixed stage at least 6 feet from patrons and 18 inches from the floor in rooms of at least 600 square feet, and prohibits touching patrons or consuming alcohol on premises.

Requires sexually oriented businesses with video viewing areas to maintain unobstructed operator sight lines of all patron-accessible areas, prohibits operation between midnight and 6 a.m., and bars minors from premises.

Establishes violations as misdemeanors punishable by fines up to $500 or up to 90 days imprisonment, with repeated violations subject to civil nuisance abatement proceedings; allows local jurisdictions to enact stricter regulations.
