Missouri ratifies the Interstate Compact on the Agreement Among the States to Elect the President by National Popular Vote, which allows member states to award electoral votes to the national popular vote winner rather than the state popular vote winner.

The compact takes effect when states cumulatively possessing a majority of electoral votes (270 of 538) have enacted it in substantially the same form.

Each member state must conduct a statewide popular election for President and Vice President, with chief election officials calculating a national popular vote total across all member states.

Presidential electors in member states will be appointed to the slate of the national popular vote winner, with the compact governing elector appointment only in years when it is in effect among states holding a majority of electoral votes as of July 20.

Any member state may withdraw from the compact, except withdrawals occurring six months or less before the end of a President's term become effective only after the next President or Vice President is qualified to serve.
