Reduces board of directors terms from six years to three years for fire protection districts located in whole or in part in St. Louis County (counties with charter form of government and more than one million inhabitants)

Requires fire protection districts adjacent to or containing a street light maintenance district with fewer than 6,000 inhabitants in St. Louis County to establish wards for electing directors, with boundaries drawn by the county board of election commissioners

Directors in ward-based districts must reside in their ward for one year before election and forfeit office if they move out of the ward

Prohibits fire protection district employees, municipal firefighters, and other public firefighter employees from electioneering or engaging in political activity while on duty, in uniform, or using fire protection equipment

Violation of the political activity prohibition constitutes a class four election offense and may result in forfeiture of employment
