Authorizes cities of the fourth classification with 24,800 to 25,000 inhabitants to impose a tax on hotel and motel sleeping room charges paid by transient guests, up to 5 percent per occupied room per night.

Tax requires voter approval through a state general or primary election before becoming effective, with the tax taking effect on the first day of the second calendar quarter following the election if approved.

Proceeds from the tax must be used exclusively for the promotion of tourism and shall be stated separately from other charges and taxes.

Defines "transient guests" as persons occupying a hotel or motel room for 31 days or fewer during any calendar quarter.

If voters reject the tax, the city may resubmit the question to voters at a future election for approval.
