Establishes uniform maximum speed limits: 70 mph on rural interstates and freeways, 65 mph on rural expressways, 60 mph on interstate/freeway/expressway in urbanized areas, and 60 mph on other roads outside urbanized areas.

Motor vehicles exceeding 18,000 pounds gross weight or certain vehicle types defined in section 301.010 must drive 10 mph less than the posted maximum speed limit.

Prohibits any driver from operating a motor vehicle for more than nine consecutive hours within the state.

Allows cities, towns, and villages to regulate speed on state roads within their corporate limits by ordinance with approval from the state highways and transportation commission, with provisions to void ordinances designed primarily for revenue generation.

Establishes violation penalties: class C misdemeanor for exceeding posted speed limit by less than 20 mph, and class B misdemeanor for exceeding posted speed limit by 20 mph or more.
