• Repeals and replaces 16 sections of Missouri health insurance law relating to group policies, dependent coverage, conversion policies, preexisting condition exclusions, and small employer health insurance requirements

• Modifies preexisting condition exclusion rules to reduce lookback period from 12 months to 6 months for medical advice or treatment, and shortens exclusion periods from 2 years to 18 months for late enrollees

• Authorizes health reimbursement arrangement (HRA) only plans that allow employees to use employer-funded accounts to purchase individual health insurance coverage in the individual market

• Requires employers offering health insurance with employee premium contributions to establish either a Section 125 cafeteria plan or Section 105 health reimbursement arrangement

• Updates definitions and eligibility requirements for coverage of dependent children, creditable coverage, and special enrollment periods to align with federal Health Insurance Portability and Accountability Act (HIPAA) standards
