Repeals and replaces section 21.145 of Missouri law regarding daily expense allowances for state senators and representatives.

Establishes reimbursement rate at eighty percent of the federal per diem established by the Internal Revenue Service for Jefferson City, based on days the member's presence is recorded in the chamber journal.

Freezes the reimbursement rate at the amount in effect on September 30, 2009 for a two-year period from the effective date, with no increases allowed during this period.

Requires monthly certification by the president and secretary of the senate and the speaker and chief clerk of the house before the commissioner of administration approves and state treasurer pays the allowance.

Declared an emergency act to take effect immediately upon passage and approval due to the state's budget circumstances.
