Requires political subdivisions and private property owners to designate one in every four accessible parking spaces as "lift van accessible only" with a minimum 96-inch wide access aisle when restriping or constructing new parking lots, effective August 28, 2010.

Mandates that lift van accessible spaces be signed in compliance with federal Americans with Disabilities Act standards and requirements.

Maintains existing requirements that all accessible parking spaces display the international symbol of accessibility and include signage stating "$50 to $300 fine" for unauthorized use.

Establishes that unauthorized parking in disabled spaces is an infraction punishable by a fine of $50 to $300, and using a disabled license plate without authorization is a class B misdemeanor.

Allows law enforcement to enter private property open to the public to enforce disabled parking regulations and authorizes removal of vehicles improperly parked in reserved spaces.
