Expands the definition of "911 emergency communications service" to include wireless, prepaid wireless, VoIP, computer service, and any technology capable of accessing 911, removing the limitation to traditional telephone service.

Requires prepaid wireless service suppliers to charge and collect a monthly fee not to exceed 75 cents from prepaid wireless subscribers, either by deducting from account balance or through alternative collection methods.

Directs fees collected from prepaid wireless services to the governing body's jurisdiction where the subscriber's billing address is located, determined by enhanced zip codes.

Expands the Committee for 911 Service Oversight from 16 to 18 members by adding representatives for wireless service providers and VoIP service providers.

Repeals sections relating to wireless enhanced 911 advisory board and associated fee collection mechanisms (sections 190.400-190.440), consolidating wireless 911 funding into the local emergency communications fee structure.
